The list appeared in the Grand Duchy's official gazette, Mémorial B, N° 1490, on March 27, 2026. It was published in accordance with Article L. 622-4 of the Labour Code, as amended by the law of August 7, 2023.
How occupations qualify for the shortage list
For an occupation to be classified as severely short-staffed, it must record an average of at least seven vacancies per month.
It must also meet one of two labour-market conditions:
- Fewer than 0.8 jobseekers per vacancy, with more than 25% of job listings receiving no matched candidate.
- Fewer than 0.35 jobseekers per vacancy, with more than 10% of vacancies remaining unmatched.
The criteria are intended to identify roles where employers consistently struggle to find suitably qualified candidates.

What the fast-track hiring framework means for foreign workers
The shortage designation makes recruitment easier for employers hiring in the listed occupations.
Under the framework, employers can bypass the standard requirement to demonstrate that no suitable candidate was available in Luxembourg before recruiting a foreign worker. This can reduce the administrative burden and time involved in the recruitment and work-authorisation process.
The designation does not automatically grant a foreign applicant permission to work or reside in Luxembourg. Applicants must still meet the relevant qualification, employment and immigration requirements.
Where foreign applicants can check the official list
The 20 occupations were published by Luxembourg's government and employment authorities.
Applicants can consult the official announcement through the Luxembourg government's publication on shortage occupations before applying for jobs or making relocation plans.
